Tom Oluoch, PhD (HELINA, Health Informatics in Africa)

Dr. Tom Oluoch is a health systems expert with a special interest in the strategic planning, design, implementation and evaluation of digital health solutions in resource-limited settings. He works as a Health Scientist at the US Centers for Disease Control and Prevention (CDC). His passion is to guide the development of innovative digital health solutions that impact lives of the most deserving populations and to demonstrate value proposition through evaluations. He has successfully led large-scale digital health projects for clinical care, program monitoring, disease surveillance and research in Kenya and provided technical assistance and consultancy services in several African countries including Congo Brazzaville, DR Congo, Ethiopia, Ghana, Malawi, Namibia, Nigeria, South Africa, Uganda and Zambia. He has served on WHO’s HRH Technical Advisory Group and is the current President of the Health Informatics in Africa (HELINA) – the African Region representation of the International Medical Informatics Association (IMIA). He is also the President of the Kenya Health Informatics Association (KeHIA). He holds a PhD in medical informatics and has published several informatics and epidemiology papers in peer-reviewed journals.
